threeのプリペイドSIMを挿しましたがSMSが届きません…

softbankのiPhone6sをSIMロック解除して使っています。
普段はドコモプランのSIMを挿しています。
この度海外旅行でプリペイドSIMを挿してみようと思い、amazonでthreeの1GB/30daysを購入してみました。
旅行前にアクティベートしておこうと思ってthreeのSIMカードを挿してみました。
ところがthreeから届くはずのSMSがまったく届きません。
電波はdocomo3Gと表示されています。
設定＞情報 を確認すると、ネットワークはNTT DOCOMO 、キャリアはThree 27.1 と表示されています。
マイネオのプロファイルを削除しても変化はありません。
途中、RateAdvice として次のようなSMSが届きましたが、それ以外のメールはまったく届きません。
From 3: It's max of £2.00/min to call, £1.25/min to receive a call, 35p to send SMS & £3.00/MB to use web & email.
Wi-Fiはオンにしてありネットワークは確立しています。
お詳しい方のご助言を頂きたく思います。

検索したらこういう説明を見つけました。
Activation:
The SIMs activate the moment you put the SIM in your phone.
Your phone must be unlocked (it should connect to your local network).
If your SIM doesn't automatically activate follow these steps:
Insert your SIM into your phone and switch it on
3 will text you to let you know they have started activating your SIM. Make sure you keep your phone switched on while they connect you to the Three network. This should only take about 30 minutes but during busy periods it may take longer
They’ll send you a second text telling you to turn your phone off and on again
Your SIM will be activated when you restart your phone. They’ll confirm this with another text
If you still haven't received any notification/connection, put the SIM in a phone or 3G iPad connect to a WiFi signal. Navigate to three.co.uk/my3 > Click 'Register' > Enter your 'Three number' and 'last six digits of your SIM'

SIMを入れたら30分くらいでアクティベーションを自動で行うよ、で30分くらいで終わるけど混雑時はもっとかかるよ。
電源切らないでね。
アクティベート作業が終わったら、テキストメッセージで電源再起動をお願いするよ。

日本からアクティベーションを行う場合、#で囲まれた特殊な番号に一度掛けないとダメかもしれません。

アクティベーションはおそらくイギリス国内で行うのを前提にしてるような気がします。
